EDITO
Carthage Film Festival is the oldest film festival in the region. Since its creation in 1966, it has always been the place to be; revealing and promoting all of the great names of African and Arab cinema. Images, sounds, colors, black and white, passionate and sometimes heated discussions about a film, stars and budding talents, the Arab world and the African continent uniting for sharing and understanding, and the rest of the world joining in this great celebration of cinema. Carthage Film Festival offers all of this to our guests and the Tunisian public. This 2008 session promises to be a reflection of the times. We will be able to experience stories through films from around the world. It will give us a chance to reflect on the necessary changes brought on by the surge of new technology in the audiovisual field. It will celebrate cinema, reflection, brotherhood and gathering together.

PROJECTS' WORKSHOP - DEVELOPMENT GRANT

The Carthage Film festival Projects' workshop 2008 continues to contribute to the development and promotion of Southern cinematography.

Twelve projects will be submitted to an international jury. The pre-selected authors will be invited to defend their projects during the festival between the 27 and 28 october.

Five or six grants will be awarded to the laureates.

Rules and regulations

1 OBJECT
Within the framework of the Carthage Film Festival, a "development grant" was instituted in 1992. The Carthage Film festival organizers intended contributing in this manner to the promotion and development of projects by African and Arab authors in order to sustain Southern cinematographies

2 DATE
The Carthage 2008 development grant will be attributed at the conclusion of the working sessions taking place on 27 and 28 October 2008 during the Carthage Film festival, according to the following conditions.

3 CANDIDATES
Producers and Directors from African or Arab states only are entitled to present their project (s).

4 PRE-SELECTION
The selection Board of the Carthage Projects' workshop will retain, out of the totality of presented projects, twelve to fourteen feature film projects. The selected projects will then be presented and studied according to the rules laid out in clause 7.

5 SUBMISSION OF PROJECTS
a) Pre-selection:
Authors or Directors wishing to take part in the Carthage 2008 development grant will have to submit the following documents for pre-selection:

* The entry form duly filled in,
* A synopsis (1 to 2 pages) in French
* A Script
* A typed summary of the subject - maximum 5 lines.
* An Author's note
* Author's short biography & photograph
* Financing plan specifying the partners interested or already involved
* A DVD of a previous film

Only complete applications will be examined for pre-selection
b) Selected projects:
Representatives of selected projects, duly informed by the Festival, might have to provide the following documents:

* A translation of the synopsis (1 to 2 pages) into French
* A translation of the script into French
* Seven copies of the script to be sent by airmail.

c) Miscellaneous
Only feature films destined for cinematographic production and exploitation are entitled to take part in the development grant. Projects that have benefited from any type of production subsidy or grant, or screenwriting or development grant from any of the institutions taking part in the projects' workshop or from the Tunisian Ministry of Culture may not take part in the Project's workshop.

6 DEADLINE FOR SUBMISSION
The deadline for submission of applications to the Carthage Projects' workshop is set for 1st august 2008.
7 PROCEDURE
The Projects' workshop organizers will name an international jury composed of well known figures of the field of cinema and audiovisual as well as a number of professionals known for their actions for the development of Art-house films African and Arab films.

Selected projects will be presented to the international jury a month before debate and will be studied and discussed on the 27 and 28 October 2008.

Authors or Directors of the projects will be expected to defend their project before the jury and in presence of the participating professionals. The Festival will provide accommodation and travel expenses for one person per project to present and defend it.

At the conclusion of these consultations, the jury will select 5 or 6 of these projects.

The names of the laureates will be announced and the grants will be awarded during the awards ceremony of the Carthage Film Festival.

The laureates will be awarded a development fund which will be attributed to the author.

8 PUBLICITY
The authors of projects awarded a grant agree to add the following mention to the credits of their film as well as on all publicity materials:
"This film was awarded a grant by the Projects' Workshop, Carthage 2008.
9 GENERALITIES
These rules and regulations are available in French and English. In case of contestation on the interpretation of these rules and regulations, only the French version will be taken into consideration.

The Carthage Film festival organizers reserve the right to take any decision whatsoever concerning issues that have not been dealt with in the present rules and regulations. The Carthage Film festival organizers will also be entitled, for motives of which the gravity will be assessed by them, delay, cancel, or cut short the proceedings of the development grant.

Participation to the Carthage Film Festival development grant implies unconditional acceptation of the present rules and regulations. The civil tribunal of Tunis is solely competent in case of disagreement.
