RULES

ENROLMENT

Videobrasil welcomes works of electronic art produced since June 2003 by
Portuguese-speaking artists and all those of origin in the countries of the so-called
"southern circuit": Latin America, Caribbean, Africa, South-East Asia, Eastern
Europe, Middle East and Oceania.
Each participant may submit only 1 (one) piece of work to the selection. Art work in
video cannot exceed 30 (thirty) minutes in duration. Institutional, promotional and
advertising contents will not be accepted. Enrolment is free of charge.
For enrolment, work in video must be submitted only as VHS or DV (NTSC and/or
PAL) tapes, which will not be returned. If selected, fresh tapes for screening will be
requested, in the following formats: video (Beta SP, Mini-DV; PAL / NTSC) and DVD.
In the case of multimedia work, the participant must specify the platform and the
necessary configuration for viewing. In the case of Internet projects, it is indispensable
to provide a detailed technical specification.

DEADLINE
The deadline for submissions is Mayl 07, 2005. Work for submission will only be
accepted if posted on or before the stated deadline. The organisation of the Festival
does not take responsibility for eventual damage incurred in transportation.

SELECTION
The submitted work will be selected according to the following exhibition categories:
. Contemporary investigations: submissions that stand out for the inventivity and
innovation involved in their research process (language, subject and approach).
. New vectors: submissions by creators or art collectives emerging in the many
regions of the southern circuit.
. Southern panoramas: submissions that widen the scope of the state of the art in
southern production.

AWARDS
A specialised jury will award 1 (one) work of each one of the exhibition categories. The
selection of runners-up (special mentions) is at the discretion of the jury. The jury is
sovereign in its decisions. Decisions of the jury are final and irrevocable.

TRANSMISSION OF RIGHTS
All selected authors will be asked to transfer to Associação Cultural Videobrasil the
rights of broadcast, of diffusion, archive rights, right of use of excerpts by the Press, for
promotional ends, and right of use in digital media services (such as the Internet, CDROM,
DVD etc.) incidents on their works.
Television broadcast of selected work can only take place in connection with the competition,
and any additional use will be subject to fresh negotiations with the author(s).
The copies of selected work will remain property of Associação Cultural Videobrasil, as
part of the Festival's history collection. Selected work thus kept will be available free
of charge for viewing by the public in the Associação's Video Library. Selected work may
be also presented in other festivals, screenings and cultural activities, always mentioning
the participation of the work in Videobrasil Festival. In the case of awarded work,
the organisers will hold the right to broadcast it, more than once if the case may be, in
public and private television, always mentioning the prizes awarded.
DOCUMENTS
Only submissions accompanied by the following items will be considered for the Festival:
. Submission protocol, fully filled and duly signed
. 3 (three) to 5 (five) colour or B&W 35 mm photographs of submission or image of
same in digital format on a CD
. 1 (one) colour or B&W 35 mm photograph of the author(s) or image of same in digital
format on a CD
. CV of the author(s) including address, telephone and/or up-to-date e-mail
If the images are sent in digital format, the following specifications must be observed:
. Images in jpeg format
. 640 x 480 pixel format
. Resolution of 300 dpi
For overseas submissions, the postal package should read, legibly and clearly, VIDEO
TAPE FOR CULTURAL NON-PROFITABLE FESTIVAL. In order to avoid delays at
Customs, please do not declare any value over US$ 5 (five).
OFF-LINE ENROLMENT
Off-line submissions will only be considered valid if the work is accompanied by the
enrolment form (printed from the internet or photocopied), fully filled and duly signed,
sent by post.
