Jacques Rutabingwa is the Technical Director of the Kwetu Film Institute. He holds a Bachelors Degree in Communication and Public Relations from the National University of Rwanda. His first film "Isugi" has been screened in different film festivals around the world. His documentary film "Sortir de l'abîme"(40") was selected at the 19th Edition of FESPACO in Ouagadougou. In 2003, he was the assistant casting manager for the feature film "Sometimes in April" – Directed by Raoul Peck. In 2010 and 2011 he has attended an internship at TV MITTELRHEIN  / Koblenz, Germany. Jacques gives directing and cinematography classes at KWETU.
