Guibord is an independent Member of Parliament who represents Prescott-Makadewà-Rapides-aux Outardes, a vast county in Northern Quebec. As the entire country watches, Guibord unwillingly finds himself in the awkward position of holding the decisive vote to determine whether Canada will go to war. Accompanied by his wife, his daughter and an idealistic intern from Haiti named Souverain, Guibord travels across his district in order to consult his constituents. While groups of lobbyists get involved in a debate that spins out of control, the MP will have to face his own conscience.

Guibord è un parlamentare indipendente che rappresenta Prescott-Makadewà-Rapides-aux-Outardes, una vasta contea del Québec settentrionale. L'intera nazione lo guarda con il fiato sospeso mentre si ritrova, del tutto involontariamente, nella scomoda situazione di dover dare il voto decisivo in merito all'entrata in guerra del Canada. Accompagnato da moglie, figlia e stagista, un idealista haitiano di nome Souverain, Guibord attraversa il suo distretto per consultarsi con i suoi elettori. Un gruppo di lobbisti si intromette nel dibattito, mentre il parlamentare dovrà fare i conti con la propria coscienza.
