Alexandre is a founding member of RAES which he created after having worked for the Online Journalism Review (OJR) at the University de Southern California (USC) as director of Marketing and Development. In 2005, he was named director of RAES which he has developed by building an international network of partners and by highlighting innovative projects.

Alexandre's educational background is in communication, having obtained a Master of Art in the Sciences of Communication in 2000, and a specialist in the role of the image in society and methods of communication for changing behaviour. He has been responsible for several ambitious projects such as the Bus Transeuropéen Contre le Sida (1995). Since 2001, Alexandre has been invited to numerous conferences and round table discussions where he is invited to speak on the use of internet technology and open source solutions for long term development.
