Winnie Weoa is of mixed Enga and Hagen origin and was born in Western Highlands of Papua New Guinea.
She graduated with a Diploma in Fine Arts at University of Papua New Guinea in 1993. Her paintings reflect the culture of her origins as PNG is a multicultural society and any culture has its own way of doing things. Dot painting in most Melanesian societies is not yet explored and exposed as the Australian Aborigines, so many people are not fully conscious of PNG's own dot paintings.
